Radar's poor cross-range (perpendicular) accuracy

Automotive radar measures range and radial velocity well but is much less accurate in the direction perpendicular to the line of sight (cross-range / angular). Why is that, and how would you account for this anisotropic uncertainty when using radar measurements?
